I just ran across this new option when I was checking out my commission junction account. As soon as you log into your account you will see a blue box that gives you a few details and provides you with a link that takes you to the application.
From my understanding it can take a few weeks to get approved, but it might be worth the wait. I went ahead and signed up for mine so I am waiting to see how long it takes for me to be approved.
Basically, what you are doing is driving calls to the advertiser. It is a pretty simple process and you can actually do your promotions online or offline. I think I will try it out and then let you guys know how things go.
And if you have been approved and have already tried this please let me know how it worked out for you.
